HREIT Delegation Conducted Investigation in Diyarbakır


An unannounced visit was made to Diyarbakır D Type Penitentiary Institution by the Delegation consisting of HREIT Board Member Ünal Sade, Human Rights and Equality Expert Çiğdem Çelik, Assistant Experts Ayşe Nazlı Mercimek, Kutlu Aksu and Simge Zor.

During the visits, meetings were held with the officials of the Institution. Deputy Director of Diyarbakir D Type Penitentiary Institution, Mesut Akyol, gave information to the Delegation about their institution.

After the meetings, ‘Situations relating to the physical conditions of the institutions, the situation of vulnerable groups such as people with disabilities  and the child kept with the mother, the treatment to the detainees, the health services and the measures taken for the Covid-19 pandemic and vaccination studies, nutritional conditions, social activities, daily life and communication with the external world’ were examined in the context of international standards, and; one-on-one interviews were held with people deprived of their liberty. During the visit, information about the situation of prisoner Mehmet Emin Özkan, who came to the agenda with allegations of human rights violations, was also received.

As part of the visit, HREIT Board Member Ünal Sade also held a meeting with Diyarbakır Governor Münir Karaloğlu and Deputy Chief Prosecutor Hakan Hançer.

As a result of the visits, reports containing the assessments and recommendations regarding the examinations and interviews will be prepared and shared with the relevant institutions and the public.
