Muhammet Ecevit CARTİ
Deputy President of the Human Rights and Equality Board of Türkiye
Muhammet Ecevit CARTİ was born in Siirt in 1972. He completed his elementary and secondary education in Siirt, and graduated from the Department of Public Administration at the Faculty of Political Sciences, Istanbul University, in 1992. Carti completed his master’s degree at Kırıkkale University’s Institute of Social Sciences, Department of Political Science, with a thesis on human rights. In 2000, he completed a course in International Relations at the European Community Research and Application Center of Ankara University.
From 1994 to 1997, he served as a Research Assistant at Kırıkkale University; from 1997 to 2009, he served as a Supervisor in the Capital Markets Operations, Treasury, and Internal Control departments, and as an Assistant Director in the Human Resources and Training departments at the Development Bank of Türkiye; and from 2009 to 2011, he served on a temporary assignment at the Prime Minister’s Office.
In 2011, Carti was appointed Deputy Director of the Prime Ministry’s Department of the Administration for Persons with Disabilities. Following the establishment of the Ministry of Family and Social Policies, he served as Ministerial Advisor, Deputy Director General, and Acting Director General at the General Directorate of Services for Persons with Disabilities and the Elderly. After being appointed to the Ministry of Youth and Sports in 2014, he served as Deputy Director General within the General Directorate of Projects and Coordination (renamed as the General Directorate of Education, Research, and Coordination following Presidential Decree No. 1) and the General Directorate of Youth Services until 2021.
During his tenure at the Department of the Administration for Persons with Disabilities and the General Directorate of Services for Persons with Disabilities and the Elderly, Carti was involved in legislative work, as well as reports, projects, and similar activities aimed at practical implementation, all carried out within the framework of rights-based approaches that form the foundation of Türkiye’s policies and practices in the areas of disability and aging. He served as the official responsible for implementing a grant program supporting projects in the fields of youth and sports carried out by stakeholders operating within the Ministry of Youth and Sports’ mandate, as well as for overseeing activities related to civil society organizations.
He was appointed as a member of the Human Rights and Equality Board by Presidential Decree No. 2021/349, published in the Official Gazette No. 31541 on July 14, 2021.
He was appointed as the Deputy President of the Human Rights and Equality Board by Presidential Decree No. 2025/245, published in the Official Gazette No. 32952 on July 10, 2025.
